MCMD Issues a Guide for Combating Hate Speeches

MCMD published a Guide for Journalists and Iraqi Media institutions titled Combating Hate Speeches. The First part of the guide presents an overview of the concept of Hate Speeches and their types, in addition to the international legal framework for combating hate-speeches. The second part of the guide tackled the role of the media regarding the hate speeches and inciting hate sentiment and violence, based on deep research conducted by MCMD whose complete results appear in the Guide. The Guide also includes the standards and international processes concerning prohibiting the calls for racial, religious or national hate sentiments, which may be deemed as being provoking discrimination, enmity or violence. After reviewing the main challenges in combating hate speeches in the media, and analyzing various measures and best practices that can be implemented by governments and active players of civil society, the last part of the Guide is dedicated to the mechanisms of combating hate-speeches.

The Guide is considered part of MCMD project of combating hate-speeches launched in 2016 when it declared “Baghdad Declaration for Combating Hate-Speeches in Iraq and Middle East.
